AXA PMO (Program Management Office) is looking for an experienced Technical Program Manager to lead a strategic and enterprise-wide IT program focused on reducing technical debt, deploying global-wide solutions, improving operational stability (Quality of Service), as well as developing and deploying Data & AI platform solutions needed to transform our business. This role requires a strong leader who can operate independently in a complex and ambiguous environment, challenge assumptions at all levels of the organization and drive accountability across multiple technology teams. The Program Manager, working with the sponsor, will be accountable for the success of the program. Key responsibilities are: 1. Work with the sponsor and other key stakeholders to define the program's strategic goals, key objectives and KPIs. Socialize the goals, objectives and KPIs inside and outside the program 2. Create and manage program's 3yr plan. a. Gather project information and develop the program's 3yr plan including delivery plan, benefit generation plan and budget plans. Define key objectives and KPIs for regular monitoring and controlling throughout the program lifecycle. b. Steer the program delivery. Use the program plan to monitor and control the program with focus on benefit generation and effective budget management. Identify and manage key delivery risks and issues. Effectively escalate to program sponsor. c. Challenge the delivery plans for the individual projects to ensure strong alignment with program's strategic goals, objectives and KPI d. Manage key dependencies with other programs and entities. 3. Coordinate with stakeholders in Group organization to build a comprehensive view of global projects. 4. Set up and manage the program's governance structure. 5. Act as the hub for communication in the program, bringing clarity and alignment among stakeholders. Organize and manage review meetings and status reporting 6. Raises the bar for project delivery within the program. Support the project delivery teams in delivering the projects in accordance with company project governance framework and project management best practices.

1. Program and Project Management skills. Expertise in a. Managing large and complex programs involving both local and global stakeholders. Ability to steer multi project, multi tech stack programs. b. Building long-term program plans and project business cases c. Managing program financials and benefit generation. 2. Strategic mindset a. Has the capacity to understand and articulate the program's contribution to the overall transformation of the company. b. Has the capacity to understand and articulate the individual projects' contribution to the program's strategic goals. Ability to apply this strategic understanding to day-to-day decision making in the program. 3. Good knowledge of IT infrastructure, products and applications. Experience working across multiple technology teams (Infra, cloud, workplace, Middleware etc) 4. Effective executive stakeholder management and communication: Concise, consistent and timely communication and escalation. 5. Leadership: Ability to collaborate with and influence diverse stakeholders. Has courage to speak up and challenge status quo. 6. General knowledge/experience of Insurance Industry. 7. Language: Fluent in English. Business level Japanese
